Recent graduates from Dutch universities can apply for a residence permit in the ‘job search’ category. This residence permit allows recent graduates to search for a job for up to a year. There are different types of sub-categories depending on the type of degree the student has obtained. To be able to apply for this particular residence permit the candidate must have graduated less than a year before, and not have requested a residence permit in the job search category before.
When a job offer has been secured, an application for a residence permit in the highly skilled migrant category can be filed. The minimum salary requirements for applicants in their ‘job search’ year are lower than for regular applicants. As of January 1st, 2018 the minimum gross monthly salary required is € 2.314.
The residence permit will be granted for one year, after which the graduate must qualify for a highly skilled migrant residence permit.

Visitor visa for Employment-Seeking Purpose Applications are now open for a new type of visa for foreign nationals wishing to enter Taiwan to seek white-collar jobs, following the implementation on Feb. 8 of a law aimed at attracting foreign professionals, the national Bureau of Consular Affairs (BOCA) .
A quota of 2,000 has been set for the first year of the job-seeking visa, which allows foreign nationals to remain in Taiwan for up to six months while looking for employment.
According to BOCA, the special employment-seeking visa will be limited to foreign nationals who were earning at least NT$47,971 (US$1,648) per month on average in their most recent six months of employment.
In the case of applicants with no work experience, they must be able to show that they graduated from one of the world's top-500 universities, as recognized by Taiwan's Ministry of Education (MOE).
The MOE is still working on its list of 500 universities, which will be published online soon, BOCA told CNA.
Applicants with work experience will be required to provide documents showing their average monthly salary in their most recent six months of employment, while those with no work experience should submit their diploma from one the 500 listed schools, BOCA said.
All applicants must be able to prove they have funds of at least NT$100,000 (US$3,412) to cover their basic living costs for six months in Taiwan, according to BOCA.
Other required supporting documents include a police record, a job-seeking plan, and proof of health insurance coverage for the duration of the applicant's stay in Taiwan, the office said.
The application forms are available for download on the BOCA website and can be submitted to Taiwan's overseas missions, which may request an interview, the office said.
It said the application fee for U.S. passport holders is around US$160, and for citizens of all other countries US$50.
The new visa was tailored by BOCA following the passage of the Act for the Recruitment and Employment of Foreign Professionals on Oct. 31.
The act relaxes visa, employment, stay and residence regulations for foreign professionals in Taiwan and offers better incentives in areas such as insurance, taxes and pensions.

Taiwan Employment Gold CardThe Recruitment of Foreign Professionals, which was implemented in February 2018. It is part of a wider government initiative to attract more highly-skilled foreign talent to Taiwan. The Taiwan government has identified several key areas which are deemed of importance to the economy, under which qualified foreigners can apply for the Gold Card: Science & Technology, Economy, Finance, Education, Culture & Arts, Sports, Law, and Architectural Design. Each category has its own set of specific requirements or qualifications under which applicants are assessed, with the assessments carried out by the corresponding government agencies or departments during the application process.
The card itself is basically a work and residence permit valid for up to three years (duration is chosen by the applicant and fees charged accordingly). It is promoted as a “4 in 1” card which includes a resident visa (your right to reside in Taiwan), Alien Resident Certificate (ARC; the card which proves your right to legally reside in Taiwan), multiple entry permit (allowing you to leave and enter the country as you wish), and open work permit (for most, the most important feature, as it allows the holder to work for any employer(s) in Taiwan without needing to be sponsored for an employment visa).
You cannot legally freelance, take an additional part time job, or work for multiple companies. Most foreigners staying long-term in Taiwan will apply for an Alien Permanent Resident Certificate (APRC) after residing in Taiwan for 5 continuous years, and with this comes the ability to apply for an open work permit from the Ministry of Labor, allowing the holder essentially the same working rights as a Taiwan citizen. However for those who have just arrived in Taiwan or have broken their ARC continuity before 5 years, they will be subject to the strict rules regarding employment. Having lived in Taiwan for many years, but never for 5 continuous years.
